details- Housing and Community Developm - Housing and community development share similar characteristics, yet they are distinctly different. Housing has a tremendous impact on the communities in which we live since it accounts for the largest physical share of the built environment. In additionto its physical dimensions, one must also consider the economic, social, emotional, and political components. Like housing, community develoment has physical, social, economic, and political dimensions. The community develoment process prevents neighborhood deterioration and aims to improve the quality of life for its residents. Numerous actors engage in the community developmetn process including the public and private sector, nonprofit community development corporations, community residents, and financial intermediaries.

details- Peformance-Based Research - A mechanism by which to improve the value received by the public from governmental contracting for services through improved definition of desired results in services contracts. Collateral objectives include increasing the use of fixed-priced contracting in lieu of cost reimbursable where possible, adoption of commercial contracting practices where relevant, creation of performance incentives for both the government buyer and the performing contractor, innovative approaches to the management of large umbrella contracts and streamlining the procurement system through elimination of non-productive regulatory requirements.

It also explores the inter-relationships among these factors. The ideological thrust of quality of life study is to promote means for people, within their environments, to live in ways that are best for them. The ultimate goal of quality of life study and its subsequent application to people's lives is to enable people to live quality lives -- lives that are both meaningful and enjoyed.
